Its not random its a handling fee, charged by the carrier, for collecting and administering the VAT. Its not charged by HMRC its charged by Royal Mail/Parcel Force in this instance. It has no bearing on the value of the item or tax collected as it makes no difference to them whether they are collecting 10p or £500 the same amount of work is involved.
