Our government closes this loophole by adding import duty and VAT to all imports (value is assessed including postage) and "gifts" are included. When that is added the UK carrier will also add a "carrier handling fee", but it is hit and miss how they apply it. Surface attracts more attention than air (in my experience) and even though due on all imports it is only collected if reaches a certain level.
