I don't have a budget as such, but I did buy a couple of pretty 'spendy' razors last year and then almost immediately sold them. The Cobra and the Feather SS came and went fairly rapidly.

I am in the process of learnig how to shave with a straight, and if it gets to a point where straight shaving is working, I may be spending again.

DE, soap and cream wise, I don't plan on spending anything this year.
