The twist mechanism in the handle is very stiff. I have to almost force it to get it moving. Is this usual?

No it should be nice and easy to turn. It could be a case that the shaft that runs inside it up to the razor head, where it touches the base of the head is bent maybe? Or it might just need a good clean

A nice scrub with white vinegar and and soap has done the trick.

Tried my newly acquired Empire last night with a modified Feather blade, a bit tricky getting the blade back out ( just fiddling) but a nice shave
