I believe it's form: in the "style used in Cologne , Germany ". What ever that may have been.
Guess its better than Eau de toilette.

Yeah, I mean toilet water! WTF is all that about? Up here, toilet water is for the dog to drink and that is why you leave the toilet seat up. I believe there is even something called 'toilet vinegar'. Now that is just wrong - t'would muck up the dog's digestion summat proper. Oof.

The name came about by Clockengasse No:4711 company based in Koln "Cologne" became known as Eau De Cologne around 1863.
