On a serious note, it's based on average order weights to the destination. We get a lot more orders from mainland Europe from people who are clearly stocking up on creams and so forth, and in order to provide an easy to understand flat shipping rate this is how it has gone. These scuttles are not light at ~850g before packing so the average works in your favour with these.
