Hi personally I think you would be better investing the money for this into an inexpensive DE and some blades, the Wilkinson sword classic DE can be had for around £5 including some blades
Seconded on both counts, even if it did work its still false economy. Invest in the DE upfront and the blades are pennies. If you shave often enough you'll more than make your money back on what you would spend on disposables or this gadget in the first year.This thing you are thinking of funding is total rubbish, the idea that you can keep a cartridge set of blades sharp forever is madness.
Buy a cheap DE Razor and a pack of DE blades and don't waste your money on this gimmickry.
Sorry to be so blunt but I'm only being as blunt as your cartridge razor blades would be if you spent your money on it and used it

Oh and you'd mentioned you have skin issues with irritation, it could very well be the disposables themselves or your shaving preparation and aftercare routine. There are quite a few variables to consider.So... I found this on Indiegogo and want to know your thoughts on it. It's a razor cleaner/sharpener that has a rotating rubber blade. Should I fund this??? I have major skin issues so let me know how you guys deal with skin irritation.

Modern blades are coated, can't be sharpened.
Half the people on the forum reading this and.......It'll be better for your skin and wallet in the long run - providing you don't get carried away buying/collecting shaving gear like some folk on here.
