Many knot and brush makers measure the loft from either the side of the collar of the bush to the top tip or from about the glue plate to the top of the tips. Not many will accurately measure from the glue bump like you've shown here.

As far as i know, what shown in the picture is called a free loft. Loft is usually measured from handle to the top of the knot.
