Hello, whats the best way to repair small chips on the blades? and polish the scales and the blade? what shall i use, i dont have a dremel tool. and i have a good timor razor but very loose on the pivot, is there any way to fix it without taking it apart as i am not experienced.

You have to hone away the chips until the edge is all good steel.

You can buff the scales, polish them by hand, sand and then buff, etc etc. No best way to do it, buffing is probably the fastest. It all depends on what is needed.

You can tap the pin to make the pivot point tighter. But do it carefully because you can crack the scales. You could do it with a spoon, but ideally you want a 2oz or 4oz ball peen hammer and a hard striking surface.
 
I found that this little guide works well with plastic or acrylic scales that are scratched & dull. Used it on a few of my razors to great effect recently:
