Found this razor/brush/soap/blades combo earlier. Not bad, considering a Weishi TTO razor is about £19.00 on its own. Going by reviews of this razor on other forums, it's slightly more aggressive than a Weishi, and shaves on a par with a Superspeed. Still tame enough for a beginner to use when finding out about shaving angles etc. I've bought one just for the razor and brush, but you can buy the razor separately.
