Here's the rule as it applies to international matches - 'The bowler is permitted, before releasing the ball and provided he has not completed his usual delivery swing, to attempt to run out the non-striker'.

Given the previous warnings it becomes a decision for the umpire as to whether the bowler has completed his swing.
