The handle could be eased off a little revealing about an inch of jimps, but I tried it like that initially and ended up shoving the handle all the way up to almost the blade edge. I like that I can gently roll the stick to follow the contours.
Yes, that other bit is a stropping attachment - it lays the blade at the correct angle for belt stropping. In the Durham Duplex literature, they propose that either the combed head could be used or the stropping attachment for shaving, the stropping attachment giving a closer to single edge for experienced shavers, the guard for sheer safety.
