It's a world wide issue, there are reports they had some maintenance due, but it's been out quite a while so possibly everything didn't go as planned.

Probably not - since the sniper doesn't know if the site is up or down... and it will try and snipe in the closing few seconds of the auction (which it will base on the published time on the auction when the snipe is set)
