DR Harris pre-shave

I was given a bottle of DR Harris pre-shave as a birthday present. It is not like any other pre-shave product that I have encountered before Such as Proraso or the oils by Executive Sahving. Can anybody enlighten me as to what it is actually for and how to use it?

It is absolutely useless for wet shaving. On the other hand it works pretty well as a pre-electric shave

Just rub it into your face before shaving. It helps soften the bristles .

Can you explain why it's not like any pre shave you've used ?.
Remember you can get oil based and water based which means a lot less stickiness and virtually no gunk in the sink

It feels more like an after shave than anything else. I'm inclined to think that Bazwalk2 hit the nail on the head when he said that it's an electric pre-shave.
