Is this a defect?

I’d send that photo to Simpsons and ask for their observations on what’s causing it to look like that.

After using it today, it looks identical to the second pic. I didn't notice anything odd while using it but unless it felt like needles I probably wouldn't. :)

I'll take your advice and see what they say.

After shave #4 the "hole" appears to be getting smaller, maybe this was user error. I haven't emailed Simpson yet and will monitor it for a bit longer. The brush still moves lather around my face so I guess it works fine. :)
 
This is likely a defect.
One of the early muhle silvertip fibre v2 brushes suffered the donut hole after a couple of latherings and got replaced under warranty.

Simpson should do the same.
 
I’ve had this happen with my Rooney 2/1 Finest badger. It occurred over several years of use, however. It seems that the hairs in the centre of the knot were breaking about half way down the shaft. I discovered this by combing the knot and finding the broken hairs in the comb. Fortunately, this hasn’t affected the brush’s performance.
