Customs charges on this category article and value are 2.7%, as I understand, which isn't much. The real kickers come from two directions; namely, the Royal Mail £8 rip-off, and VAT at 20%. I can't see either of those disappearing in a hurry, trade deals and Brexit notwithstanding.No customs charges between us and the USA? Should I order the razor before I ride on the flying pig that's just past my window, or afterwards?

I believe gifts are taxed at values of £30+, there or thereabouts.It doesn't matter if it says gift on the box. It can still be taxed.
