Agreed except that there is no good scientific consensus as to badgers being a reservoir for TB.

Indeed and there is evidence that general movement restrictions (as existed in the Irish Republic up to about 1995) contained Bovine TB - when they lifted those restrictions suddenly BTB appeared all over the country.
