The big providers are now offering this service/tariff and with the escalating cost of broadband it seems to be a viable option particularly if you live in a strong 5G area and not a high end user that needs low latency like gamers or stream many terabytes of UHD content. Luckily I've managed to hook up to a new fibre provider and get a fantastic deal for 24 months but I think this could be the future for some.
I've had a look around and if you pay in advance say 24/36mnths with the right SIM (Scancom) you could be paying as little as around £8 a month however for me Three coverage is shite and why it's probably why it's so cheap. Vodaphone has taken over Three and there is a program network integration underway but I'll believe it when I see it.
