Are these 2 the Same Blade ?

And just how do you know that?
Because the vintage Wizamet blade felt smoother than the Polsilvers SI during my shaves. The metal material does change during years of marketing production and cost. Both blades do feel different, do you honestly believe they've kept making the same metal material for more than 20 or 30 years during World War 2 and the Cold War era. I don't think so.

Speedy, you are confusing the two shown in the OP's post with the VINTAGE Wizamet blades which these two are not. The two shown were both made in St. Pete.

The Super Iridium without the serial/lot numbers on the papers (early RUS production) are the best for me. I also have some first run Polsilver Super Iridium (black & blue) from St Petersburg, & they are not up to the normal Gillette standard. The later runs of these seem almost as special as the blue version, so not sure what happened with this bad batch. They do have to reset after every massive batch/run so there are differences in production years, despite their best efforts.
