A couple of weeks ago EE were offering these. It's a simple case of texting "POWER" to 365 then popping I store to collect one. The idea being you can either charge yourself, via USB, or call back for a freshly recharged one.
I believe for the moment due to high demand they have suspended new requests until 24th June. Nice little charger which apparently will charge an IPhone to full. Free being the best part.
