I need some advice (item said delivered by Royal Mail, but not received)

No Turkey isn't a part of the EU but we have an agreement of free trade with them so we can trade between one another an there is no charge. I have been stung many times ordering from other places like the US and agree they are vampires they know we can't order from there including delivery for under £15. I have placed some orders from the US of £60 though and had no charge on it

The agreement is a customs union, which means no import duty. VAT can still be charged, although no Turkish VAT or equivalent should be payable at source.
 
when I ordered my wolf whiskers brush and went on the the Royal Mail site to track it I got the same thing saying delivered and started to get a bit worried but I gave it a few days first because I was expecting import fees before I received it, 2 or 3 days later I got a card through the door telling me to pay the fees before delivery so it could well be something similar but I don't know if they charge when importing from China

Similar has happened to me. Tracking said delivered, but instead it was still with RM awaiting the ransom note.

Yeh I think it depends what it is you are importing wether VAT is payable...I'm in no way an expert but personally I have never been charged anything when importing from there
 
OK, so end of the story:

The brush has been delivered indeed! The postman hid it somewhere beneath an empty flower pot, so yesterday in the night I could not see it even with the torch light of my mobile phone.

In truth my landlady found it this morning while getting home. Good news, but a card giving a clue would have been welcome.

Now I have to get in touch with RM to tell them to ignore my message.

I had a similar experience - On the internet tracking the items was DELIVERED however it was not. I went to the Post office and found my mailman. Apparently, they have some quotas they have to fill in a day so he declared at as DELIVERED for that day and planned on delivering it the next day. At least he said it like that, maybe he wanted the shaving soap for himself :D :D

Regarding the customs/VAT posts:
Most sellers from China declare shipments as ''gifts'' and send items as a private person, not a company, therefore, the value of the item of the sale can go up to 39 GBP/45 EUR without being held by customs or taxed.
I had some experience with US stores and they do the same.
